It is situated in the Haute Garonne department in the Midi-Pyrenees region.
In the south west of France, the city is about 150kms from the Spanish border,
and the Mediterranean is just over an hour away.

Is he climbing without a rope? That is dangerous- though I have noticed that there are many great French rock climbers- this is maybe how the urban rockclimbers get to become so good!
Perle de Rosée: It's a wall to protect the city of Toulouse when the river is in spate.
Louise: yes, the gay is climbing the wall with no rope for his protection. Maybe it was just a training for him. Many people clap him when he was arrived at the top of the wall.
